*Does not include fire codes, which address compostable materials in those of Vista, Poway, Oceanside and San Marcos, as well as the County of San Diego. The 2016 California Fire Code, in which most San Diego County jurisdictions have adopted, contains detailed operational requirements for storage and processing wood chips, compost, solid biomass feedstock and raw product associated with yard waste recycling. The code places height restrictions on pile size, requires access for emergency vehicles between piles, and obligates facility operators to submit a plan that includes fire prevention, fire protection, and emergency measures for monitoring, controlling and extinguishing spot fires.
